Job Description
This position is the Corporate Technical Subject Matter Expert (SME) for Dangerous Goods (DG) in Lean Warehousing Operations (LWO). Responsibilities include working on multiple compliance and transportation regulatory areas such as DG, Export Compliance, Customs / CT-PAT/FAST, & Motor Carrier Safety, Fire Safety, Ocean Container Weight (SOLAS) & other regulatory areas necessary to ensure efficient and compliant material delivery to the end customer. This position also includes the development and implementation of GM policies that provide direction to the DG Technical Site SME's on matters within transportation compliance.

Position requires global expertise and management into all areas of dangerous goods and transportation compliance, including: Training, Security Plans, Packaging / Containers, Shipping Papers, Loading / Unloading, Placarding, obtaining Exclusions & Special Permits, and requirements applicable to the different transportation modes of air, sea, motor carrier, rail, tanker, etc.

  • Attend training / conferences, maintain certifications and understand impact of new regulations for each of the GM regions for all modes of shipping
  • Be available, or on-site, for technical expertise and responsible for 24/7 emergency response in the event of any transportation event and/or business request
  • Train others and coordinate with each facility and region as necessary on regulations, policies, and procedures. Look for ways to continuously improve the training program and enhance current processes.
  • Lead the risk assessment process for GM CCA's DG program and work with region / local sites to ensure reviews are performed as required
  • Work with regional and local SMEs and GM Legal Staff on gap closure plans generated from DG self-assessments and GM Audits
  • Independent travel (up to 20%) to GM CCA locations to audit assessment results and / or perform on-site reviews
  • Develop and maintain CCA DG budget and ensure sufficient funding to cover all aspects of the business including emergencies and contingencies (i.e. unknown changes in regulatory environment)
  • Work cross functionally to ensure others outside of the compliance area understand current classifications of parts/materials and the next materials which are in the pipeline to be regulated, so that compliance with DG laws, regulations, and policies are maintained and can be anticipated and/or effectively communicated with regulatory stakeholders.
  • This position requires interactions/communications with high-level government officials and Senior Leaders of GM's supply base that include sensitive/Privileged and Confidential information
  • Work with GM Customs, GM Legal Staff and the Office of Export Compliance to ensure development and continuous improvement of the CT-PAT/FAST Programs providing GPSC Senior leadership assurances of risk mitigation
  • Understand all aspects of the transportation compliance management system, including the laws and regulations that govern the business and how they impact the business

    • 3 to 5 years of experience with Dangerous Goods Transportation compliance
    • Bachelor's degree in Business, Supply Chain, Engineering or Chemistry
    • 3 years Supply Chain or Logistics experience
    • Certified in Regional/Global DG regulations in addition to IATA, and IMDG
    • People leader with proven experience managing in a global environment
    • Export Compliance experience and understanding of the tariff laws
    • High level ability to analyze and interpret regulatory requirements
    • High level of knowledge and understanding of UN Model regulations
    • High level of oral and written communication skills required
    • High level ability to take complex legal regulations and simplify to simple dock procedures" that can be translated into many different languages
    • High level of interpersonal skills to work effectively with others globally, including contacts outside GM such as government officials
    • High level of planning and organizational ability required
    • High level of analytical ability where problems are complex, and solutions need to be identified and implemented rapidly
    • Ability to travel independently and internationally up to 20% of the timePREFERRED REQUIREMENTS:
      • Extensive experience with Dangerous Goods Transportation compliance (6+ years) with understanding of the requirements within a large automotive manufacturing environment
      • Current certification in DGSA and CDGP
      • Master's Degree Preferred in Business, Supply Chain, Science, or Engineering field or equivalent experience/training
      • Global experience in DG, trucking, rail, ocean and air transportation laws and regulations
      • Experience in Supply Chain or Logistics (5+ years)
      • Export compliance leader and tariff law expert (4+ years)
