Job Description:

This position is responsible for planning, organizing and directing the Finance Department, including the development, implementation, and administration of HCHN’s policies on finance, accounting, purchasing, insurance, financial/accounting systems, internal controls, and auditing. This position is responsible for the organization’s general accounting functions, including administering approved accounting practices throughout the organization to assure that financial and operating reports accurately reflect financial condition. This position is responsible for conducting special studies and developing and implementing accounting methods and procedures. Oversees the Management Information Systems function.

General responsibilities

Develops and implements financial objectives and procedures for the department and ensures compliance.

Provides for organization and maintenance of an effective system of accounting. Establishes and maintains appropriate records and reports.

Continually reviews and modifies cost systems and data collection to assure maximum cost reimbursement for patient services. Participates in expediting payments on long-overdue accounts receivable.

Prepares periodic reports outlining the clinic’s financial position in all areas of assets, liabilities, income grants and expenses based on past, present and planned future operations.

Prepares and reviews the accurate and timely filing of federal, state, third-party and other financial reports, as required.

Recommends budget planning guidelines to the CEO. Coordinates preparation of currently operating and capital budgets with the CEO and Management Staff. Presents budget to the CEO and Board of Directors for approval.

Perform cost studies/analysis to determine cost impact for personnel programs, benefits, and salaries, third-party reimbursement, rate and fee schedule, other areas as requested by the CEO, to assist in administrative decision making.

Performs cash-flow and future working analysis, and provides cash reports of all funds.

Attends required organizational meetings and participates in internal committees. Conducts in-service training as required or requested.

Participates in professional activities, maintains professional affiliations to keep current trends/changes in order to be aware of changes in legislation and economic conditions.

Ensures all accounting records and related data are maintained in a safe, fireproof environment and are readily accessible.

Assists with the year-end audit with an independent accounting firm and the requirements for all other audits, and implements all appropriate audit recommendations.

Ensures that financial systems meet generally accepted, accounting principals.

Develops management reports that reflect accounting, financial and patient billing activities.

Maintains all funds in order to optimize the return on all funds of the organization.

Oversees the development, implementation, and maintenance of accounting, purchasing, and inventory control systems.

Plans, organize, directs and coordinates financial information systems analysis. Oversees the design, modification, and implementation of new financial information systems applications.

Performs all other duties as assigned.

Qualifications Education and/or Experience

Bachelor’s degree in accounting or finance or related discipline from an accredited college or university. CPA or Masters degree preferred. Minimum of four (4) years experience in an accounting environment, with direct responsibilities for various accounting and finance duties. Two or more years of experience in a management position. Two or more years of experience with financial information systems.
