Telework Eligible Yes Major Duties Extensive Travel Required:
This position requires frequent and sustained travel, up to 75% of
the time, to support the Warehouse Management System (WMS)
implementation and ongoing maintenance at Distribution and
Disposition Centers worldwide. Candidates should be prepared for a
demanding travel schedule. Serves as a System Applications and
Products (SAP) Portfolio Manager (PfM) for the SAP Platform in the
Defense Logistics Agency (DLA) Information Operations, J-6, Program
Executive Office (PEO). This position serves as the Distribution
Standard System (DSS) and Warehouse Management System (WMS) PfM
(J62XD) delivering and sustaining WMS including EWM, TM, ECC, S/4,
etc. across the Major Subordinate Commands of Distribution,
Aviation, Disposition, etc. Provides visionary leadership and
guidance to cross-functional teams, fostering a collaborative and
high-performing work environment. Employs strong interpersonal and
communication skills to motivate, inspire, and empower team members
while effectively managing conflict, and driving team success in
achieving portfolio objectives…all while delivering software
solutions at a rapid pace. Provides program management oversight
for the acquisition of corporate information technology (IT)
systems, including major Automated Information Systems (AIS) and
SAP products ensuring adherence to cost, schedule, and performance
targets. Responsible for the successful execution of assigned
portfolios, driving efficiency and effectiveness in IT acquisition
programs. Provides expert direction and guidance for the
development, acquisition, testing, systems integration, product
improvement, and fielding of DLA IT programs, with a strong
emphasis on SAP Warehouse Management System (WMS) solutions
Requires in-depth knowledge and experience across SAP EWM (Extended
Warehouse Management), TM (Transportation Management), ECC (ERP
Central Component), and S/4HANA modules Provides strategic
leadership and serves as the foremost subject matter expert (SME)
for the DLA's Warehouse Management System (WMS) portfolio, guiding
the sustainment, transformation, and delivery of holistic
enterprise resource planning solutions. Ensures alignment of WMS
initiatives with overall DLA strategic objectives and emerging
operational needs Provides strategic direction and oversight for
the interpretation of business requirements into the configuration
of Commercial-Off-The-Shelf (COTS) WMS applications Ensures
alignment of WMS configuration with DLA business processes and
performance objectives and oversees the identification and
resolution of process and performance gaps within the WMS
ecosystem. Establishes and oversees strategic contracting processes
and procedures for the portfolio, incorporating a comprehensive
acquisition strategy aligned with DLA procurement regulations and
best practices Provides guidance on contract development, review,
and submission, and monitors overall contract performance to ensure
program objectives are achieved Develops, manages, and executes the
annual budget for the WMS portfolio, ensuring alignment with
strategic priorities and operational requirements Monitors budget
performance, identifies variances, and implements corrective
actions to maintain fiscal responsibility and achieve program
objectives within allocated resources Qualification Summary To
qualify for a Supervisory IT Program Manager (APPSW/ SYSANALYSIS),
your resume and supporting documentation must support: Specialized
Experience: One year of specialized experience that equipped you
with the particular competencies to successfully perform the duties
of the position and is directly in or related to this position. To
qualify at the GS-15 level, applicants must possess one year of
specialized experience equivalent to the GS-14 level or equivalent
under other pay systems in the Federal service, military or private
sector. Applicants must meet eligibility requirements including
time-in-grade (General Schedule (GS) positions only),
time-after-competitive appointment, minimum qualifications, and any
other regulatory requirements by the cut-off/closing date of the
